Sam Downes was a Junior Fellow at Artha Global. His work lies at intersection of cities, urbanisation and climate change. Prior to joining Artha, Sam worked for the British government in the Cabinet Office and the Prime Minister’s Implementation Unit in a variety of policy areas spanning from health to crime. Before that he held roles in urban development and infrastructure policy, including at the National Infrastructure Commission where worked on the UK’s first long-term infrastructure assessment, looking ahead to 2050.

Sam holds a Masters of Public Administration from the Lee Kuan Yew School of Public Policy in Singapore and a Honorary Masters of Arts in Philosophy from the University of Aberdeen in Scotland.
