Dr Niranjan Rajadhyaksha, Executive Director, Artha Global in his article for The Mint points to multiple studies that have indicated a rise in India’s urban population given the expansion of non-agricultural economic activities beyond administrative boundaries of urban centres. However, the process to designate a local government as urban is constrained by rigid definitions and at the discretion of state governments which impacts its governance and development of basic infrastructure.
