J. Satyanarayana
J. Satyanarayana is Distinguished Fellow and Chairperson, DPI Academy at Artha Global. He is also Chief Advisor, C4IR India, World Economic Forum. He was a member of the Indian Administrative Service for 37 years. Held several positions in the IT and related areas, including Secretary, Govt of India, Department of Electronics & IT and Chairman (part-time), Unique Identification Authority of India (Aadhaar).
A pioneer in the design and implementation of e-Government programs and projects in India, he was associated with over 20 major e-Government projects at the State and National levels. These include eSeva, Passport Seva, MCA21, BangaloreOne, APOnline, and eTAAL. He was instrumental in the design of several policies in the ICT sector at the National Level in India, including the policies on cybersecurity and on adoption of cloud technologies (Meghraj).
His recent contributions have been around Enterprise Architecture and Ecosystem Architecture. These include IndEA (India Enterprise Architecture), Agile IndEA, National Digital Health Blueprint (NDHB) and National Digital Education Architecture (NDEAR).
He has been advising the Centre for the Fourth Industrial Revolution, India, World Economic Forum since 2020 on projects concerned with responsible deployment of emerging technologies in the sectors of agriculture (AI4AI), health (FIRST Cancer Care), and education (Education 4.0).
He advised the WHO South-East Asia Regional Office during Feb-Sept 2023 on implementation of digital health programs in the member states.
He had published two books: e-Government, the science of the possible’ (2003), and Managing Transformation: Objectives to Outcomes’ (2012).
