Our document here shares our recommendations on the proposed amendments to the Department of Consumer Affairs’s Consumer Protection (E-commerce) Rules, 2021. A regulatory framework must carefully balance the gains from e-commerce’s efficiency and the need to protect consumers and prevent market distortions. We outline the specific principles that should serve as the foundation of such a framework in terms of proportionality, transparency and accountability and regulatory clarity.
