Artha Global appreciates the initiative by the DPI Safeguards initiative, a global multi-stakeholder effort convened and supported by the Office of the UN Secretary-General’s Envoy on Technology (OSET) and the United Nations Development Programme (UNDP), to build the Universal DPI Safeguards Framework. Based on our published research and in-depth experience in the digital public infrastructure ecosystem, we are pleased to share feedback on this Report. 

In this document, we discuss broad recommendations that should serve as the foundation of the Report. We then provide targeted recommendations for specific parts of the Report. Our review is restricted to the Report, and does not cover the contents of the Process and Practice recommendations in Framework v1.0.
