We are thrilled to announce the appointment of Dr. O.P. Agarwal as Distinguished Fellow at Artha Global and will also lead our urban capacity building efforts in partnership with the Indian School of Public Policy (ISPP). He is also Distinguished Fellow at NITI Aayog and a Senior Advisor to the World Bank HQ.

O.P. Agarwal is a former Indian Administrative Service (IAS) officer who served from 1979 to 2007, and held various positions including Joint Secretary (Training) to the Government of India in the Ministry of Personnel and Training, and Joint Secretary (Urban Transport) in the National Ministry of Urban Development. He was instrumental in redesigning the mid career training for IAS offices by introducing the Phase III, IV and V programs. In Assam, he also served as Secretary in the departments of Transport, Industries, Power, and Higher Education.

O.P. previously served as CEO, WRI India from 2017-2022, where he scaled the organisation from 40 to over 300 people. He had chaired the U.S. Transport Research Board’s Committee on Transportation in Developing Countries for 6 years, and was the Executive Director at the Indian School of Business. He is Professor of Practice at The Indian School of Public Policy.

O.P. holds a Bachelor’s degree in Electrical Engineering from IIT, Chennai, a Master’s degree in Transportation from the Massachusetts Institute of Technology, Cambridge, USA and PhD from the Indian Institute of Technology (IIT), Delhi.
