Artha conducted a 2-day workshop at the MGSIPA campus in Chandigarh. The participants in this workshop were officials from the Urban Local Bodies of Jalandhar, Ludhiana, Mandi Gobindgarh, Patiala, and Chandigarh.
We delivered training to the officials through three modules:
- Public-Private Partnerships (PPP): The session on Public-Private Partnerships (PPP) offered a comprehensive overview of its core principles and practical applications in infrastructure and development projects. It explored various PPP models, including build-operate-transfer (BOT) and concessions. Furthermore, the session addressed the challenges encountered during PPP implementation, such as regulatory issues, financial risks, and stakeholder management. Strategies to mitigate these challenges were also discussed, such as thorough risk assessment, transparent governance structures, and effective dispute resolution mechanisms.
Dr O P Agarwal (Retd. IAS, 1979 batch), Distinguished Fellow with Artha Global and NITI Aayog, Professor of Practice at the Indian School of Public Policy, and former Joint Secretary (Training) to the Government of India in the Ministry of Personnel and Training (2000-05) and Joint Secretary (Urban Transport) in the national Ministry of Urban Development (2005-06), delivered the session.
- Digital Transformation for Urban Service Delivery: The session reviewed India’s advancements in the Digital Public Infrastructure (DPI) space, highlighting the various platforms currently used by states and cities. It emphasised the role of digital dashboards in effective decision-making and explored the digital transformation of urban service delivery, including key challenges, success factors, and related areas. Additionally, participants were given hands-on experience of digital transformation initiatives through a field visit to the Integrated Command and Control Centre (ICCC) in Chandigarh.
The session was anchored by Dr Piyush Gupta, former Associate Vice President of the National Institute for Smart Government (NISG), and featured a keynote lecture by J Satyanarayana (Retd. IAS, 1977 batch), Distinguished Fellow and Chairperson, DPI Academy at Artha Global and former Secretary, Govt of India, Department of Electronics & IT and Chairman (part-time), Unique Identification Authority of India (Aadhaar). Dr Sanjeev Chaddha Professor and Head of the Management Development Centre facilitated the visit to the ICCC.
Project Management: The module covered the essential role of Project Management in public service delivery, including its impact and significance. It delved into the various stages of project management, from initiation to completion, and explored the intricacies of each stage. Additionally, it thoroughly examined the challenges commonly faced in project management and discussed effective tools and strategies to overcome these obstacles. During the training, the participants were engaged in hands-on exercises aimed at practical application. One such exercise involved the creation of a high-performance team for urban management and service delivery. This activity provided a valuable opportunity to see the concepts introduced in the lecture put into practice and gain a deeper understanding of the real-time implications.
