A flagship capacity-building programme to equip city officials with urban planning principles and their role in improving the quality of life in cities.
Indian cities are facing a growing crisis marked by overcrowding and relentless traffic jams, causing productivity to take a hit. As the influx of people to urban areas continues, it’s more important than ever to navigate these challenges effectively to support the economy to create the conditions for growing employment. Unfortunately, many local governments grapple with limited resources and knowledge, unable to make the changes their voters need. To turn this tide, the authorities can take cues from tried and tested strategies deployed at the global level and invest in building their capacity for better decision-making.
The approach involved using an educational programme for city officials with activities focused on urban planning and management to improve the city’s infrastructure and service delivery. The goal was to give city leaders access to best practices from urban planning principles, to tackle local challenges related to congestion, finances, and environment, among others. Imagine a city where a neighbourhood-level traffic management plan is enforced to reduce congestion through optimised traffic signals, pedestrian walkways, and bicycle lanes. This would lead to shorter commute times, improved air quality, and safer streets, enhancing residents’ quality of life.
We developed a comprehensive course curriculum and partnered with State Training Academies to pilot it through workshops and to institutionalise the programme.
The initiative has made remarkable progress in empowering government officials across Indian cities. With an innovative curriculum and strategic partnerships formed with a few State Training Academies, several other states are eager to participate and have requested a tailored curriculum. Since 2022, we have trained over 400 civic officials in more than 20 cities including Delhi, Pune, Mumbai, Bengaluru, Chennai, Ladakh, Vijayawada, Visakhapatnam, Tirupati, Jalandhar, Ludhiana, Gobindgarh, and Patiala.

Artha is excited to expand its efforts by creating a new training program designed for mid-career and senior officials working in local government, parastatals and related autonomous organisations in smaller cities. These officials play a crucial role in managing urban areas. The programme aims to provide a high-quality education that helps the cohort learn from successful practices in India and abroad. The focus will be on improving economic growth and making cities more environmentally friendly and resilient.
Recognising the immense potential for collaboration and shared learning in this programme, Artha is establishing a dynamic Learning Network specifically for urban managers. This vibrant community will serve as a platform for continuous growth, where participants can engage in regular interactions, receive mentorship, and exchange invaluable knowledge, experiences, and best practices with their peers. The programme alumni will have exclusive access to this network, ensuring they remain connected and inspired on their journey to transformative leadership.
